bringing a long-term plan for the future to life, one step at a time

With crews working on the finishing touches on the western half of the Highway 7 rapidway, we’re getting closer to the day rapid transit finally becomes a reality for York Region.  As much as we’re looking forward to celebrating this milestone, it’s only one (very exciting) step in a long path that started years ago, and is going to take time to complete.

There’s a lot of media coverage these days on the general need for better transit all across the Greater Toronto and Hamilton Area (GTHA).  We’re proud that York Region has been actively working to bring rapid transit to our region.  In 2002 the Region produced the York Region Transportation Master Plan and the follow-up Rapid Transit Plan, committing the Region to a blueprint of multiple transportation initiatives to be built over the next 30 years.

With approval to the Rapid Transit Plan, we got to work quickly.  In 2005 the viva team – our formal name is York Region Rapid Transit Corporation – first launched “QuickStart”, the first phase of viva service.  Viva offered enhanced features that made transit more comfortable and convenient, and put the customer first in a way that was new for a transit service in the GTHA. With ridership levels that have increased steadily, viva changed the way people in York Region viewed transit.

But while our new viva service was a major success and an important first step in encouraging people to try transit, designing the vivaNext rapid transit system was our longer-term priority. Since 2005, Provincial government policy has required that Ontario municipalities plan for sustainable, more intensive land use, and rapid transit is a key component to achieve that goal.  Anticipating this, the 2002 Transportation Master Plan directed that future growth in York Region would be concentrated in new downtowns in Markham, Newmarket, Richmond Hill and Vaughan. By building more intensively in these areas, there would be less pressure for growth in existing neighbourhoods and a reduction in traffic congestion.

These urban centres would be connected by transportation “corridors”, making it easier for people to get around the region. The vivaNext rapidways will be built along the corridors, providing connections across York Region and into the rest of the GTHA.

Much of the new development built around vivastations will be compact and mixed-use, providing housing, employment, retail, dining, services and recreation, all within walking distance of transit. Developments will also include more welcoming public spaces, attractive landscaping, and other amenities that will contribute to the centres becoming more dynamic destinations.

Our plan is well and truly underway, and rapidways are being built on Highway 7 in both the east and west, as well as in Newmarket. The Toronto-York Spadina subway extension is under construction, and the design for rapidways on Yonge Street are being finalized.  Great new developments are popping up all over the new urban centres across the Region.

So when the first rapidway on Highway 7 starts service this year, we’re going to be celebrating the implementation of the first phase of our transportation and growth management blueprint.

We have many more phases to deliver, but with such a clear plan to follow, people in York Region can be assured it’s going to come true.  Check out our construction progress so far.

Getting the GTHA Moving

Everyone is hearing a lot these days about the need for more transit in the GTHA, and how increasing traffic congestion is hurting our economy.  The Toronto Board of Trade puts a $6 billion a year price tag on the cost of congestion. But beyond the headlines, many people don’t really understand exactly how traffic congestion and the lack of transit hurts the economy, and why this issue matters to every one of us in this region – and even to the rest of the province and country.

To help connect the dots, I recommend a recent panel discussion held on TVO’s The Agenda, which covered the issue clearly and logically.  This discussion provides an excellent overview of the issue, in a non-partisan, objective way.  Click here to view the episode.

What I found most interesting about this discussion was how it was explained that the lack of transit hurts everyone, whether or not they’re transit users now, or even want to be transit users.  Even people living in small communities that aren’t experiencing traffic congestion  in fact are economically affected by it. The negative impacts of congestion  in the GTHA, given how important this region is to the economy of the entire country, truly do affect the entire country.  One large business that chooses to open up in the USA rather than in the GTHA due to concerns about congestion hurts all taxpayers in the pocketbook eventually.

Protecting our trees to keep York Region green

Tree buds are an early sign of spring, their canopies are beautifully green in the summer, and we all love their colours in the fall. For many of us, the mature trees on our streets and woodlots are attractive features of York Region’s established neighbourhoods.

So when we develop the rapidway construction schedule and plan, in addition to all the other construction tasks, one of our priorities is to protect and actually increase the number of trees along our routes.

As we design and build our rapidways along Highway 7 and Davis Drive in Newmarket, here’s what we’re doing to take care of the trees we have, and plan for new ones to ensure they continue to thrive into the future.

To start with, we all have a shared commitment to making sure our construction activities minimize impacts to our natural environment. This is a formal commitment that is made early on, in the Environmental Assessments that need to be completed and approved, long before work can begin.

One of our commitments is that our construction activities minimize impacts on trees. At the stage of final design for a rapidway segment, we walk the route with our Arborists to do a careful inventory of all the trees, inspecting each and tagging them, to make sure every tree is included in our construction drawings.

For those trees that are near the construction right-of-way, we look at ways to protect them by installing special protective fencing. We will also look at alternative construction methods where we can to work around a tree, or avoid harming its roots or branches.

For trees that are in the construction right-of-way, we identify any trees that could be safely dug up and replanted somewhere else. Then we work with the local community to identify locations to transplant the trees.

There are some trees that just can’t be saved, either due to a tree’s poor health or other factors. But our commitment is that for every tree we remove, we will replace it with at least one – if not more – new trees.

So this means that once the Highway 7 and Davis Drive rapidway projects are complete, there will be 45% more trees along Highway 7 East and nearly 27% more trees along Davis Drive. Highway 7 and Davis Drive will each be significantly greener when we’re done, and all in all, this adds up to more spring buds, and more fall leaves, for us all to enjoy in the future.

Coming to your region soon: getting around the GTHA without a car

Some of us can still remember when a drive across the Greater Toronto and Hamilton Area (GTHA) took you through a mixture of urban and rural scenery. Hard to believe now, isn’t it? Much of our region is now one interconnected, pretty much seamless urban expanse, from Hamilton all the way to Oshawa and beyond. And people’s travel patterns reflect this regional reality; many residents travel all over the GTHA for work, entertainment, shopping and recreation. We are truly citizens of a great region, not just of one town or city.

Unfortunately, getting around the GTHA by transit is anything but seamless. With nine separate transit services operated by various local and regional municipalities, connecting from service to service might require multiple transfers and waits at each municipal boundary. For some commuters, the hassle of transferring might make it easier to drive, even with all the congestion on our roads. Given all the environmental reasons for reducing car trips, that’s really a shame – but until there’s a better option, we know lots of people will stick to their cars.

The good news is that a more coordinated rapid transit network is on its way, and our vivaNext plan is going to play a large part.

Looking at the map created by Metrolinx you can see how the future system will be a truly regional transit network. With multiple connection points linking various new services, this new network is going to make it easier and faster for commuters to take rapid transit – whether that means a subway, bus rapid transit, or light rail transit – from one end of the GTHA to the other.

And Metrolinx is currently evaluating a whole range of other rapid transit options, including extending the Yonge Subway up to the Richmond Hill Centre. So as these other projects are funded, the regional network will become even bigger and better.

At the same time as the physical connections are being increased, Metrolinx has also been implementing their new Presto card, which allows you to use one fare card on most GTHA transit systems.

We’re really excited about being part of this huge plan to extend continuous rapid transit all across the GTHA. We know that once this network is built, leaving your car at home and taking rapid transit will finally be a convenient, comfortable and fast option, no matter where you want to go.

We’re on our way!!

Yesterday, we got positive news.  But first: rewind back to March 2010, when the Province announced in their budget that, due to their major financial pressures, they would need to rejig their transit spending schedule, to focus on getting the most urgent projects built first.  So we sat down with Metrolinx to work through our plans.  We needed to figure out the best schedule that would still benefit the region-wide transit system, but with some pieces coming sooner and others coming later.  It took a lot of hard work, and yesterday, Metrolinx announced the proposed new schedule.

Metrolinx’ board gave its unanimous endorsement to the proposed plan, which means the vivaNext projects can continue to move forward, one in each of Markham, Newmarket, Richmond Hill and Vaughan. This first phase of building will see York Region getting $790 million for rapid transit expansion over the next five years.

The plan also has a second series of rapidways, which will expand the rapid transit foundation established through the first set of routes. This second phase will get $965 million for projects to be constructed between 2016 and 2020.

The bottom line is that between these two phases, the entire vivaNext plan as originally announced in April 2009 will be built. We’ve always believed that the vivaNext plan is one of the keys to getting the GTA moving, and now, after working closely with our partners at Metrolinx, we believe that the revised plan will still help us address the building gridlock that’s such a risk for us all. That’s good news for York Region, and for everyone who lives or works here.

So with this revised schedule now approved, we can really get underway towards building the vivaNext vision of true rapid transit for York Region. We’ve got our design teams, our engineers and our construction crews all revved up to finalize their planning and, as the Metrolinx proposal is confirmed by the province next month, we can keep on going. York Region: the need for a fine balance on growth

We have been talking about smart growth, and what is needed to ensure growth doesn’t change our communities in a negative way. One of the most critical needs is to have great transit in place, before the growth really happens.

At a recent community event, someone asked me: instead of worrying about smart growth, why don’t we just say “no”, and cap the size of our towns and cities the way they are, so they won’t change? Wouldn’t that solve our problems?

Unfortunately, there’s no such easy answer. To explain, here’s a mini-lesson on Ontario and York Region planning – for those of you who would like to read more, I’ll attach some interesting links at the bottom.

Planning for growth is a fairly complicated study of demographics, economic and employment patterns, development, and other trends and data. When it’s all put together, based on past patterns, planners are able to predict future populations and where people are likely going to be living and working. In this way, Ontario and York Region planners have forecast that in 2031 over 1.5 million people will be living in York Region and its communities; that’s up from just over 930,000 in 2006.

With those predictions and similar ones from other regions, the Province – in its Growth Plan for the Greater Golden Horseshoe – instructed regions and municipalities to be ready to have much bigger populations. That means those municipalities need to plan for enough housing, schools, hospitals, roads, and transit – and everything else people expect from their community. And because the Growth Plan stems from a piece of legislation, it’s not as if municipalities can just ignore it – it’s the law.

The challenge for the Region and its municipalities is to find ways of accommodating all these new residents, in ways that don’t change the existing character of our communities; to leave intact the things that made us want to move here in the first place.

Obviously, finding a solution to this is complex, with many variables to consider, and the final picture will take multiple decades to come to life. But York Region’s planners believe they have found a balance, with rapid transit seen as one of the keys to make it happen.

Come see three Spadina Subway station designs at once!

Extending from Downsview Station in Toronto to the Vaughan Metropolitan Centre at Highway 7 in Vaughan, the Spadina subway extension will cover a total of 8.6 kilometres and include six new stations.

To date, three separate public open houses have been held to share the preliminary station design concepts with the community: Sheppard West Station on November 17, 2009, York University Station on December 3, 2009, and the Steeles West Station on February 3, 2010.

If you happened to miss the February public open house, you now have another opportunity to check out the preliminary design concept for the Steeles West Station, and be among the first to review the preliminary design concepts for the Vaughan Metropolitan Centre and the Highway 407 Stations. All three will be on display together at a public open house on Wednesday, March 10, 2010.

The preliminary design concept for the remaining new station – Finch West Station – will be presented to the public later this spring. Also, more open houses will be held later this year to share more detailed architectural concepts for all six stations so stay tuned.

Growth: making the most of our community

Growth

We all know that York Region is growing. In some parts of the Region, this growth is happening so quickly that some people might worry their neighbourhoods could change in ways they won’t like. Truth is, growth throughout the Greater Toronto Area is going to continue and bring about change – it’s inevitable.

That’s why York Region has been so enthusiastic about bringing the vivaNext rapid transit expansion. But what does rapid transit have to do with managing growth, and why should you care? Let’s talk about this.

With growth, many more people will come to York Region, all wanting homes, jobs, and pleasant places to shop and relax. That means more new business and residential development, and more people needing to move around. Saying no to growth isn’t an option, but there are choices in what new development gets built, and where it happens. This is where growth can be good – or result in change that isn’t so good.

In the past, there was lots of room for new development, and it could spread out. Because it was spread out, people often drove everywhere – to go shopping, to get to work, to do the things that mattered. That was fine when our roads weren’t so crowded, and you could get around easily.

Over the years, two things have happened that changed the way we plan for new developments. One thing is an understanding that available land is limited. Limits have been placed on developments in the fragile greenbelt around the GTA that also surrounds York Region, protecting those lands for future generations. The second thing is that getting around the spread-out developments of the past is taking much longer, now that there are so many more cars on the road.

Part of the answer lies in careful planning for new growth. York Region’s Official Plan sets out clear rules for where new growth will go, and what will be allowed. Our existing neighbourhoods will stay much the way they are, but new developments will be more compact and pedestrian-friendly – especially along the main corridors. The other part of the answer lies in making sure that all new development can be easily reached by rapid transit, so people won’t need to rely on cars to get where they want to go.

With this plan, you’ll get to enjoy all the things you love about living here, plus you’ll have even more places to go and things to do…all connected by a leading-edge rapid transit system that will make getting around easier than ever before.

Independent report identifies Richmond Hill as one of Canada’s greatest cities!

As Richmond Hill’s 162,704 residents already know, they live in a great city. This was recently confirmed in an independent 120-page report, entitled City Magnets, released by the Conference Board of Canada.

The report, which analyzed what attracts skilled workers and mobile populations to Canadian cities, ranked 41 different societal indicators including health, economy, environment, education, innovation and housing.

Richmond Hill was statistically identified as a great place to live, work and play because of its solid economic performance, diverse and well-educated workforce, low crime rates and attractive quality of life.

When completed, vivaNextYork Region’s plan for the next generation of rapid transit – will make Richmond Hill an even better place to live. In addition to making it faster and easier to travel to, from and within the Region, vivaNext will inspire urban transformation as new residents come to live, work, shop and play in close proximity to great transit service.

In total, only six Canadian cities received a grade ‘A’ in the report. Along with Richmond Hill, they include Ottawa, Waterloo, Calgary, St. John’s and Vancouver.

Key international publication identifies GTA’s transportation challenges

The Organisation for Economic Co-operation and Development (OECD) is one of the world’s largest and most reliable sources of comparable statistical, economic and social data. In a publication launched in November 2009 entitled “OECD Territorial Reviews: Toronto, Canada”, several of the GTA’s transportation challenges are collectively identified as a key policy issue. They include traffic congestion problems (70% of commuters use cars), poorly integrated regional transit services, and relatively underdeveloped public transport infrastructure.

To address this key policy issue, one of the publication’s key recommendations is to “tackle transportation challenges by creating incentives for reducing car use, access to additional revenue sources, [and] longer term funding commitments by federal government for investment”.

Here in York Region, we are doing our part to tackle these transportation challenges with such vivaNext initiatives as the rapidways, subways and proposed LRTs. In addition to making it faster and easier to get in and out of the GTA, they will make it up to 40% faster to travel along our Region’s busiest corridors. We believe that such incentives will significantly reduce car use, lead to economic revitalization, help the environment, and maintain the quality of life our residents have come to enjoy.
